Proposals to launch “Eurobills” – short term debt with tenors of up to one year jointly issued by EU member states – as a solution to periphery Eurozone countries’ immediate financing needs may be dead on arrival after a leading financial lawyer questioned the assumption that the instruments would not require a change in the EU treaty.
